Athletics footwear is now regulated by rules covering sole thickness and internal structure. The intervention followed a period in which distance results improved across the whole field rather than for individuals.
What the shoes changed
The relevant designs combine a thick, highly resilient foam midsole with a stiff plate embedded within it. The foam returns more energy than earlier materials.
The plate does not act as a spring in the way it is often described. It stiffens the shoe so the foot flexes less, reducing energy lost at the toe joint.
The combination lowers the metabolic cost of running at a given speed, which is why the benefit appears across a range of abilities rather than at the elite level alone.
Why the governing body intervened
Rules already required that footwear give no unfair assistance and be reasonably available to all athletes. Neither test had previously needed detailed definition.
When results shifted broadly, the concern was comparability across eras and the risk of an equipment race that only well-funded athletes could contest.
The response was to define limits rather than ban the technology, keeping the improvements available while capping how far they could go.
What the limits actually say
Rules specify a maximum sole thickness, measured at defined points, with different maxima for track and road events reflecting their differing demands.
They also restrict the number of rigid plates that may be embedded, which prevents stacking multiple stiff elements within a single midsole.
Availability requirements mean a shoe must be on general sale for a period before competition, closing the route to one-off prototypes.
How the rules are enforced
Footwear is checked at major championships, with measurement carried out on the specific pair an athlete intends to wear rather than on the model generally.
A shoe outside specification results in a change before competing, and a performance produced in non-compliant footwear is not accepted for record purposes.
Manufacturers submit designs for approval in advance, which is why compliance disputes at competitions are now rare.
The comparability problem that remains
Marks set before and after the change are not straightforwardly comparable, and no adjustment has been applied to older results.
This is not unprecedented, since track surfaces, timing methods and pacing practice have all shifted the baseline over the sport's history.
The rules stop the divergence widening rather than restoring the earlier baseline, which is the practical limit of what a regulation introduced afterwards can do.
